This week, the Texas House and Senate met twice in joint sessions to hear from Governor Abbott and Chief Justice of the Texas Supreme Court Nathan Hecht. The State of the State, delivered by Governor Abbott, provided the legislature insight into the Governor’s priorities for the 86th legislative session. During the State of the Judiciary address, Chief Justice Hecht highlighted the growing need for reforming the state’s bail system, as well as the judicial selection process, notably supporting nonpartisan elections for judges.

The Texas Constitution prevents the legislature from passing bills during the first 60 calendar days of the session, unless the governor declares them emergency items. Governor Abbott proclaimed several items emergencies: school finance reform, teacher pay, property tax reform, school safety, disaster response, and mental health programs. This declaration allows the legislature to consider these very important issues without delay.
As a member of the Human Services Committee, I am pleased Governor Abbott is prioritizing mental health issues. Rural Texas is one of the most underserved regions in our state when it comes to mental health services, and I look forward to working with Governor Abbott and fellow lawmakers to ensure people in need receive the care that will improve their lives.

Finally, it is time for all of us to mark our calendars -- House and Senate committees have begun hearings on a range of issues that are important to all Texans. Because committee work is critical to developing legislation and policy, I encourage you to follow committees with jurisdiction over issues important to you, your family, and your businesses. Next week, two committees on which I serve – Human Services and Homeland Security – will hold their first hearings.
