$1.25 million capital improvement project gets underway with pipeline

Residents on the eastern and southern ends of Rusk will soon notice an improvement to their water service as the City of Rusk has contracted with Duplichain Contractors to install new 10-inch pipelines that will run from FM 343 to U.S. Highway 84 East in Rusk. Mike Murray, city manager said the project is part of a $1.25 million capital improvement project being paid for by certificates of obligation.

"This line will serve as a back-up or secondary water supply for the east side of town," Mr. Murray said. "Right now, Well Two is the only well that serves the east side of town. Now, we'll have a secondary water source."

He added that the new well and water line would improve service to the south side of Rusk.

"When Well Two is up, the new water well will service the south end of town," Mr. Murray said.

This project is part of the capital improvements program.

"The capital improvements program lays out the steps to get us to where we need to be," Mr. Murray said. "It's a stepby step program to improve services throughout the city."

The program is being paid for with $1.25 million worth of certificates of obligation and includes the construction of a water storage tank and well. Mr. Murray said certificates of obligation are similar to bonds in that they are loans the city must repay, but said the differences are that bonds must be approved by voters and obligate taxes while certificates of obligation need no voter approval and can be repaid through water revenue.
